LICENSING AND REGISTRATION

Register Online Using One Stop

Delaware´s One Stop Business Registration and Licensing System allows businesses to obtain a Delaware business license and register online with the following agencies:

  • The Delaware Division of Revenue
  • The Delaware Division of Unemployment Insurance
  • The Delaware Office of Workers Compensation

One Stop also links to the Delaware Division of Corporations for easy access to incorporation forms and reserving a legal entity, as well as to the Internal Revenue Service for a Federal Employer Identification Number (FEIN).

Businesses will receive a temporary license upon successful completion of One Stop. If applicable, the Delaware Division of Unemployment Insurance will mail a letter of liability determination and a registration poster.

In addition to registering at One Stop, you will need to ensure compliance with local zoning laws, the Division of Professional Regulations, the Departments of Agriculture, Health, Natural Resources & Environnmental Control, State and Transportation as necessary.

Register via Mail

A Combined Registration Application is used to register for a business license or as a withholding agent with the Division of Revenue. To obtain a CRA, please contact the Delaware Division of Revenue (you must have a valid mailing address) at (302) 577-8778 or download the Combined Registration Application from our website.

Contractors Only: Complete a Resident Contractors Package or Non-Resident Contractors Package. All necessary forms are included.

The information provided on the CRA determines which tax forms a business will need - corporate or S-corporate income tax returns, withholding tax returns, license gross receipts taxes and/or the annual business license - therefore, it is necessary to complete the form in its entirety.

Once the CRA is completed, mail it with the required license fee to the Delaware Division of Revenue, PO Box 8750, Wilmington, DE 19899-8750.

Pay the appropriate license fee before your business operation begins. (Many license categories are prorated for the first year of activity.)

After the Delaware Division of Revenue receives a completed CRA and the license fee, it will send you:

  • a business license
  • a "Tax Tips" package related to the activity of your business
  • (throughout the year) personalized business tax forms needed for your business
