APPROVAL PROCESS BUSINESS TAX FORMS


Dear BT Software Developer:

The information contained on this page is for those re-creating Delaware's Business Tax returns, Withholding coupons and Corporate Income Tax coupons.

Please Note:  2D barcode forms follow a different approval process. For information on these forms or if you have specific tax questions, call or e-mail the appropriate contact listed on Contacts for Software Developers.

To include a Delaware Business Tax return or coupon in your software package, each BT form must receive "Design Approval" by the Delaware Division of Revenue. Each coupon-sized return must receive both "Design Approval" and "Test Approval" by the Delaware Division of Revenue.

What is Design Approval?

        The layout of your forms matches our forms.

         What we look for:
          Fields and checkboxes match those on the DE return.
          Fields and checkboxes do not merge together, or sit on or hang from any adjacent lines.
          Correct text, spelling, etc.

What is Test Approval?

         The scanline on your coupon-sized voucher is correct and can be read by our scanning machines.

         What we look for:
         The scanline to pass our testing process.
         The check digit to be correct.
         The revenue code, subtype, dates, and other items included in the scanline to be correct.

To receive "Design Approval"

• Step 1 - Find the most recent copies of our BT forms for duplication on the Software Developers section of our website.

Withholding and Corporate Income Tax coupons will be posted to our website and ready for duplication by the beginning of August.

Business and Corporate Income Tax forms will be posted to our website and ready for duplication by the middle of October.


• Step 2 - Check the Revised Date on the lower, right-hand corner of each form to see if the form has been revised for this year. Only forms being revised in 2005 and later will include a Revised Date.

If your company has already received Design Approval on a form, the form will remain "approved" until Delaware makes changes to the form.

You do not need to obtain additional "design approvals" for forms that you've already had approved, if they have not changed from the previous year.

• Step 3 - If the form has been Revised, re-create the form and submit it for approval. For Personal Income Tax forms, send forms:

Please Note: Approval from a DRAFT form is only an initial approval. The form is still subject to change. We will notify you if your "Initial Approval" changes and ask that you re-submit the form for approval. When a DRAFT becomes FINAL, we will notify you that your form is now "Approved".

To receive "Test Approval"

• Step 1 -  View the current Withholding Specs and Corporate Income Tax Specs for scanline specifics.

Please Note: Software Developers cannot reproduce Delaware Gross Receipts coupons at this time.

• Step 2 -  Reproduce the scanline on your form and submit it to the Delaware Division of Revenue for testing.

• Step 3 -  Allow one to two weeks for approval. You will receive approval via e-mail unless otherwise specified.
